Development of the Digital Marine Insurance Portal Document Reference: NAIB/2026/RFQ-MAR-001 1. Introduction & Background client is an IRA-licensed insurance broker headquartered at Nairobi, with branches in Mombasa, Nakuru, and Eldoret. clients provides premium insurance broking, risk advisory, and claims advocacy services. To modernize operations and scale our marine cargo and hull underwriting capacity, NAIB is seeking competitive proposals from qualified software development agencies to design, build, test, and deploy a secure, cloud-based Digital Marine Insurance Portal. This portal will automate marine cargo and hull insurance quoting, digital payment processing, PDF generation, and immediate document dispatch. 2. Project Scope & Functional Requirements The selected partner will develop a responsive web portal (desktop and mobile-friendly) featuring the following modules: Module A: Automated Quote & Rating Engine The system must dynamically calculate premiums, excesses, and deductibles based on NAIB’s official rating guidelines. It must handle: • Marine Cargo Ratings: Dynamic rate application for 60 defined commodity classes across three transit modes: ICC (A) Containerized %, ICC (A) Non-Containerized %, and ICC (Air) %. • Excess Structures: Automatic computation of commodity-specific excesses, applying sliding percentages, minimum limits, and maximum caps (e.g., KES limits) based on whether the transit is containerized, air, or non-containerized. • Specific Commodity Logic: Specialized restrictions for bulk cargoes (e.g., fertilizers, bulk sugar, bulk grain), and conditional exclusions (e.g., fragile item breakage clauses). • Marine Inland Transit (Road Risks): Standard rate of 2.5% per consignment, with a 10% excess and a 75% carrier liability limitation clause. • Marine Hull & Equipment: Rating logic based on sliding scale bands ranging from values below KES 750,000 (5.00% rate) up to KES 30,000,000 (2.25% rate), with a standard deductible of 5% of value (minimum 0.2% of value). • Optional Extensions & Additional Rates: Checkbox selections for additional risk loadings, including War Risks, Strikes/Riots (SRCC), Transhipment (0.25%), Duty/VAT (0.10%), Storage/Concealed Losses (0.05% per month), and Vessel Overage scale loadings (16 to 30 years range). Module B: PDF Document Generation The portal must auto-generate high-quality, watermarked PDFs dynamically branded with NAIB's corporate identity. • Quote PDFs: Breakdown of Sum Insured, base premium, additional loadings/extensions, net payable premium, statutory levies, and exact deductible wordings. • Cover Notes: Issued instantly upon verification of payment or approved credit terms. • Marine Certificates: Compliant with IRA requirements, noting the basis of cover (e.g., ICC (A) 1/1/82 or ICC Air), vessel details, voyage, and claims procedures. Module C: Open Cover & Declaration Ledger • Declaration Interface: Allowing Open Policy holders to declare individual shipments under their master policy within the required 7-day window. • Deposit Ledger: A real-time balance tracker showing the client’s advance premium deposit. System flags and restricts certificate generation if the account has insufficient funds. Module D: Secure Payment Gateway Integration • Integrated checkout supporting: o Mobile Money: M-Pesa API integration (STK Push, C2B Paybill validation). o Cards: Visa & Mastercard. o Bank Transfers: Integration with RTGS/EFT notification. • Successful payments must instantly trigger the production and dispatch of the Cover Note / Marine Certificate. Module E: Automated Dispatch & Communication • Instant Email Dispatch: High-priority SMTP delivery of PDF Quotes, Certificates, and Receipt notes to the client and underwriting desk. • SMS Integration: Instant notification with download links for certificates, verification codes, and payment receipts. Module F: Claims Notification Portal • A client-facing claims intake form allowing immediate notice of loss. • Upload capability for mandatory claims documentation (e.g., original policy/certificate, invoice, bill of lading/airway bill, survey report, carrier claim notice). • Display of emergency claims advisory instructions, including immediate Lloyd's Agent contact and the 3-day non-apparent damage notice rule. 3. Non-Functional & Security Requirements • Security: SSL encryption, role-based access control (Admin, Underwriter, Agent, Client), and secure hashing of sensitive user credentials. • Audit Trail: Complete log of quote modifications, payment attempts, certificates generated, and policy modifications. • Uptime & Performance: Page load speeds under 2 seconds, fully cloud-hosted infrastructure (AWS or Azure preferred). • Mobile responsiveness: Smooth navigation on iOS and Android devices.
