Engagement Objectives: The primary objectives of the engagement are to Identify industrial products that can be competitively manufactured in Saudi Arabia by leveraging locally available petrochemical feedstocks, raw materials, utilities, logistics infrastructure, and government incentives, particularly opportunities across the petrochemical downstream and conversion industries, including products manufactured using plastics, polymers, resins, chemicals, rubber, coatings, adhesives, composites, packaging materials, construction materials, consumer products, industrial components, and other related materials. The Consultant will be expected to validate the commercial and technical feasibility of the recommended opportunities and guide the Client through the complete implementation journey, including: * Product and market selection; * Technology and manufacturing process selection; * Identification and procurement of manufacturing equipment and production lines; * Selection of European or other international technology providers and manufacturers; * Product design and engineering; * Factory design and construction; * Supply-chain establishment; * Product pricing, marketing, distribution, and sales; and So, the consultant will be Developing an end-to-end roadmap covering factory establishment, construction, commissioning, operation, marketing, distribution, and product launch. --- # 3. Scope of Services ## Phase 1: Saudi Industrial Market and Competitive Advantage Assessment The Consultant shall assess Saudi Arabia’s industrial ecosystem and identify the competitive advantages that can support the proposed manufacturing investment. The assessment shall include, at a minimum: ### 3.1 Petrochemical and Raw Material Advantages * Availability of petrochemical feedstocks and derivatives in Saudi Arabia. * Availability, specifications, and indicative pricing of relevant polymers, plastics, resins, chemicals, rubber products, additives, and other raw materials. * Identification of major local feedstock and raw-material suppliers. * Comparison of Saudi raw-material pricing and availability with competing manufacturing jurisdictions. * Assessment of supply continuity, minimum order quantities, contract structures, and transportation requirements. * Identification of opportunities to convert locally produced petrochemical materials into higher-value finished or semi-finished products. ## Phase 2: Opportunity Identification and Longlist Development The Consultant shall identify a broad list of manufacturing opportunities that can benefit from Saudi Arabia’s petrochemical and industrial advantages. ### 3.4 Opportunity Universe The assessment should consider, without limitation: * Plastic conversion products; * Flexible and rigid packaging; * Food and beverage packaging; * Medical and pharmaceutical packaging; * Industrial containers and drums; * Pipes, fittings, tanks, and infrastructure products; * Construction chemicals and materials; * Waterproofing products; * Insulation products; * Adhesives and sealants; * Paints and coatings; * Synthetic rubber products; * Automotive components; * Electrical and cable products; * Household and consumer products; * Furniture components; * Agricultural products and irrigation systems; * Geosynthetics and geomembranes; * Composite materials; * Specialty chemicals; * Cleaning and hygiene products; * Disposable products; * Industrial spare parts; * Products required by the energy, mining, construction, healthcare, hospitality, food, logistics, and manufacturing sectors; and * Other downstream opportunities proposed by the Consultant. ### 3.25 Financial Model The Consultant shall prepare a fully editable financial model covering at least ten years and including: * Production volume; * Capacity utilization; * Sales volume; * Product pricing; * Revenue; * Cost of goods sold; * Gross profit; * EBITDA; * Depreciation; * Financing costs; * Tax and zakat assumptions; * Net income; * Working capital; * Cash flow; * Capital expenditure; * Funding requirements; * Break-even volume; * Break-even price; * Payback period; * Net present value; * Internal rate of return; * Return on invested capital; and * Debt-service capacity. The engagement will be considered successful when the Consultant provides the Client with: 1. A clearly identified and validated manufacturing opportunity; 2. Evidence of sustainable demand in Saudi Arabia and/or export markets; 3. A demonstrable competitive advantage based on Saudi petrochemical or industrial strengths; 4. A technically feasible manufacturing solution; 5. Identified and evaluated international machinery and technology providers; 6. A competitive product-cost and pricing structure; 7. A bankable financial model; 8. A practical regulatory and factory-establishment roadmap; 9. A credible marketing and sales strategy; and 10. A detailed step-by-step plan that enables the Client to proceed from opportunity identification to commercial production and sales.
