I am looking for an experienced infrastructure planning consultant or multidisciplinary engineering team to develop a comprehensive national infrastructure master plan for South Sudan. The project should include a phased implementation strategy (20-year roadmap), feasibility assessments, conceptual designs, cost estimates, financing strategies, risk analysis, and implementation recommendations. The scope covers transportation (roads, bridges, railways, airports, and river transport), energy and power systems, water supply and sanitation, telecommunications, healthcare facilities, educational infrastructure, industrial parks, urban development, and digital government infrastructure. The final deliverables should include a professional report, implementation timeline, budget estimates, maps, and presentation materials suitable for government agencies, international development partners, and potential investors. The estimated program value is approximately USD $56.7 billion, and the master plan should align with international standards and best practices for sustainable infrastructure development, climate resilience, and economic growth.
