Project Proposal: South Sudan National Infrastructure Development Program (SSNIDP) Executive Summary: The South Sudan National Infrastructure Development Program (SSNIDP) is a long-term initiative designed to improve transportation, energy, water, telecommunications, public services, and economic infrastructure throughout South Sudan. The program aims to strengthen national connectivity, promote economic growth, improve access to essential services, and support sustainable development through phased implementation over a 20-year period. Project Objectives: The project will: - Develop a reliable national transportation network. - Expand access to affordable and dependable electricity. - Improve clean water supply and sanitation. - Strengthen healthcare and education infrastructure. - Support agricultural and industrial development. - Expand digital connectivity nationwide. - Build resilient infrastructure capable of withstanding climate-related challenges. - Increase employment through construction and technical training. Priority Deliverables (Phase 1): 1. A comprehensive Infrastructure Master Plan covering transportation, energy, water, telecommunications, healthcare, education, and industrial development. 2. A detailed implementation roadmap with timelines, budgets, procurement strategies, and project sequencing. 3. Feasibility studies and preliminary engineering assessments for priority infrastructure projects, including major highways, bridges, electricity expansion, water systems, and public facilities. 4. Environmental and Social Impact Assessment (ESIA) framework and risk management strategy. 5. Institutional and governance framework, including procurement procedures, project management structure, and monitoring and evaluation systems. 6. Funding and investment strategy identifying potential financing from government, development banks, bilateral partners, climate funds, and public-private partnerships. 7. Geographic Information System (GIS) maps and project prioritization identifying national infrastructure corridors and investment locations. 8. Capacity-building and workforce development plan for engineers, technicians, and project managers.
