Title: SurveyJS Form, Configurable Rules Engine & Compliance Dashboard – Pilot Project v2 *** Please completely read the description as it has been updated Project Description I’m looking for an experienced developer to help digitize and automate a complex compliance/reporting form based on reporting guidance. The goal is to replace manually reviewed forms and manual Excel summaries with a SurveyJS‑based solution, a configurable rules engine, and a reporting/dashboard layer. The work will start with a small paid pilot task so you can demonstrate your ability before we expand to the full project. What I need The final solution should: - Build the full questionnaire in SurveyJS (JSON) based on an existing annotated PDF form and instructions. - Implement completeness and consistency rules (required fields, conditional questions, required uploads/links, table column rules) using SurveyJS validation in combination with a configurable rules engine. - Use a JSON‑based or similar rules engine so that completeness and validation logic can be maintained as configuration (rules tables / expressions) rather than hard‑coded, allowing non‑developers to adjust rules over time. - Store responses in a database and compute a completeness status per submission (e.g. Complete / Partially complete / Incomplete, plus missing elements) by evaluating them against the rules engine. Provide a web dashboard for staff to: - View all submissions by country/party and reporting year. - See completeness scores and validation flags at a glance. - Filter/sort by completeness, country, and other metadata. - Export results and completeness summaries to Excel/CSV. Pilot task (initial milestone) The successful bidder will first deliver a focused pilot, for example: - Implement one section of the form (e.g. Competent Authority & Focal Point, or Legislation section) in SurveyJS. - Design and configure the rules for that section in the rules engine (e.g. in JSON/decision tables) so that changes can be made without redeploying core application code. - Connect SurveyJS to the rules engine (client‑ or server‑side) to evaluate completeness and produce a clear status/result for each submission. Build a simple dashboard page that: - Lists test submissions. - Shows completeness status for that section based on rules evaluation. - Exports a small Excel file summarizing those test submissions. - Based on the quality, clarity of code/configuration, and adherence to the guidance document, we will extend the contract to cover the full form, rules catalogue, and dashboard. Required skills & experience Please only apply if you have solid experience with most of the following: - SurveyJS (Form Library and ideally Survey Creator): - Defining surveys via JSON. - Conditional logic (visibleIf, dynamic panels/matrices). - Custom validators and client/server‑side validation. Rules engine / business rules: - Experience with JSON‑based rules engines, decision tables, or similar approaches where rules are stored as configuration. - Ability to design a structure where validation and completeness rules are centrally defined and can be edited without changing application code. - Web development (JavaScript/TypeScript) and at least one modern framework (React, Vue, Angular or similar). Backend development (Node.js, .NET, Python, or similar) to: - Implement server‑side rule evaluation. - Store and retrieve survey results and rule sets. Dashboard / data visualization: - Building tables and charts for monitoring completeness and activity. - Exporting data to Excel/CSV. Nice to have Experience with regulatory/compliance reporting. - Familiarity with AI/LLM integration (for enhancements like narrative summaries). What to include in your bid Please include: A short summary of your relevant experience with SurveyJS, rules engines, and dashboard development. 1–3 links or screenshots of similar projects (complex forms, configurable validation logic, or compliance dashboards).
